Lawrence S. Horn, J.D., is chair of the Business Crimes and Tax Litigation Practice groups of Sills Cummis & Gross P.C. His practice consists of defending companies and individuals who are the targets of federal white collar criminal investigations, with a special emphasis on criminal tax cases. Mr. Horn is a certified criminal trial attorney and is a frequent lecturer at national seminars and institutes concerning tax fraud and white collar crime defense issues. Previously, he was an assistant United States attorney for the District of New Jersey, where he specialized in tax fraud prosecutions. Mr. Horn is a past chairperson of a number of subcommittees of the Committee on Civil and Criminal Tax Penalties of the Section of Taxation of the American Bar Association and is presently the co-chair of the Tax Enforcement Subcommittee of the White Collar Crime Committee of the American Bar Association Section of Criminal Justice. He is also a fellow of the American College of Tax Counsel. Mr. Horn is listed in The Best Lawyers in America and the Chambers USA Guide to America's Leading Lawyers for Business. He was also named by the New Jersey and New York Super Lawyers magazines as being among the top five percent of lawyers in those states. Mr. Horn received his bachelor’s from Princeton University and his J.D. from New York University School of Law.

Mark is Chairman of Hodgson Russ LLP and concentrates his practice in New York State and New York City tax matters. He has more than 35 years of experience with federal, multistate, state and local taxation -- and may be best known for his public speaking on tax topics. Mark splits his time between the Firm's New York City and Buffalo offices.

Mark has represented numerous Fortune 500 companies in connection with corporate, withholding and sales tax audits as well as dozens of individuals who appear on the Forbes 500 list of wealthiest individuals in the United States in connection with New York income tax inquiries.

Mark taught courses in the Tax Certificate Program in the School of Management at the University of Buffalo on state taxation and tax practice and procedure. He is a member of The CPA Journal editorial review board and has written numerous books, articles and treatises on the subject of multistate taxation. Mark is the general editor of LexisNexis Tax Practice Insights: New York; the editor of New York Tax Highlights and the contributing editor of CCH's Annual Guidebook to New York Taxes. He is the co-author of the ABA Sales & Use Tax Desk Book, CCH's New York Residency and Allocation Audit Handbook; New York Sales and Use Tax Answer Book, the New York State Bar Association's Contesting New York State Tax Assessments, 4th Edition; and RIA's New York Tax Handbook and New York City Tax Handbook. Alexis is a Taxpayer Service Representative in the Taxation University Branch. She provides instruction for all tax types, computer science, and teaches personal and professional development skills in areas such as leadership and team building. Alexis’ vast tax knowledge, presenting history, and cheerful engaging disposition make her a sought after and often requested public speaker.

Alexis started with the Division’s Customer Service Center in 2001. She has since worked with the Customer Service Center Training Department and served as the administrator and trainer of the Division’s internal training department.

Alexis provides various courses and workshops to the public on taxes and programs administrated by the Division of Taxation. Her knowledge of New Jersey tax responsibilities and her experience with Internal Training has given her the opportunity to assist Division employees, New Jersey residents, small businesses, and tax professionals.

Alexis is happily married, enjoys traveling, and is a singer.

Brian D. Mr. Stern is a former senior trial attorney and general litigation specialist with the Office of District Counsel, Internal Revenue Service, Newark, New Jersey. Prior to joining the Firm, Mr. Stern was a partner in a boutique tax firm specializing in IRS and state tax controversies, tax law, probate litigation and ERISA.
