Joseph N. Endres, Esq. is a partner in the Buffalo office of HodgsonRuss LLP. He counsels clients on a wide range of state and local taxation issues and represents taxpayers in disputes with the New York State Department of Taxation and Finance and the New York City Department of Finance. His practice focuses on personal income tax and residency matters as well as sales and use tax issues in the technology industry (software as a service, cloud computing, digital products, etc.).

Mr. Endres also advises clients with respect to various federal and state tax incentive-based programs such as the federal renewable energy investment and production tax credits, and New York State's Start-Up NY Program, Excelsior Program, former Empire Zone Program, Brownfield Tax Credit Program, and Historical Building Rehabilitation Tax Credit Program. Finally, Mr. Endres counsels clients on their abandoned property obligations. He is the Abandoned Property Audits Practice leader and has represented large corporations in complex compliance matters such as multistate abandoned property audits and voluntary disclosures.

He is a magna cum laude graduate of the University of Buffalo (SUNY), B.A. and SUNY Buffalo Law School, J.D. Mr. Endres is admitted to practice law in New York and is a member of the New York State Bar Association and the Bar Association of Erie County.

Andrew Oppenheimer, J.D., LL.M. is Partner and Opportunity Zones Practice Leader at Hodgson Russ, LLP in Toronto, Ontario. Andy focuses his practice on federal and international tax matters involving partnerships, limited liability companies and corporations. He advises businesses in a wide range of industries in connection with their mergers and acquisitions, domestic and cross-border financings, restructurings, reorganizations, spinoffs and other business transactions. He also represents clients in tax controversy disputes with the Internal Revenue Service.

Andy often speaks and writes on various federal and international tax matters. He previously worked in the international tax group of a Big Four accounting firm in their Chicago office and served as an assistant district attorney in Erie County, New York.

Andy exclusively practices U.S. law and is admitted to practice in New York.

Alexis Reid

Alexis is a Taxpayer Service Representative in the Taxation University Branch. She provides instruction for all tax types, computer science, and teaches personal and professional development skills in areas such as leadership and team building. Alexis’ vast tax knowledge, presenting history, and cheerful engaging disposition make her a sought after and often requested public speaker.

Alexis started with the Division’s Customer Service Center in 2001. She has since worked with the Customer Service Center Training Department and served as the administrator and trainer of the Division’s internal training department.

Alexis provides various courses and workshops to the public on taxes and programs administrated by the Division of Taxation. Her knowledge of New Jersey tax responsibilities and her experience with Internal Training has given her the opportunity to assist Division employees, New Jersey residents, small businesses, and tax professionals.

Alexis is happily married, enjoys traveling, and is a singer.

David J. Shipley is a Partner at McCarter & English, LLP. His practice includes representing clients in state tax controversies before administrative boards and courts throughout the country, providing multistate tax advice regarding business operations, assisting clients in developing and implementing multistate tax planning and advising clients on the state tax aspects of corporate mergers and acquisitions. He provides advice to clients regarding state corporate income, franchise, sales and use, personal income and realty transfer taxes. He also provides advice to clients regarding unclaimed property and unemployment compensation issues.

Mr. Shipley is a frequent speaker on multistate tax topics for many organizations including the Georgetown Advanced State and Local Tax Institute, the New York University Institute on State and Local Taxation, the Institute of Professionals in Taxation, the Pharmaceutical Research and Manufacturers of America – State Tax Committee, the Broadband Tax Institute, local chapters of the Tax Executives Institute, the Wall Street Tax Association - State and Local Tax Committee, the Pennsylvania Bar Institute, and the New Jersey Society of Certified Public Accountants. Additionally, he has published state tax articles in State Tax Notes, the American Bar Association's The State and Local Tax Lawyer, and CCH's State Tax Review. David also is the general editor of the New Jersey and Pennsylvania sections of a forthcoming state tax research product from Lexis/Nexis.
