Jim joined KPMG LLP as a tax partner in our State and Local Tax practice in September 2013. He is based in Short Hills, NJ and allocates his time with the New York office. Prior to joining KPMG LLP, Jim served as managing director at a global professional services firm specializing in global tax planning, interim management, and turnaround services, where he was responsible for building and overseeing the firm’s New York metro sales and use tax practice. Previously, he spent nearly 17 years in the State and Local Tax Practice of a Big Four accounting firm in the New York metro area.

During his more than 20 year career, Jim has gained extensive experience assisting clients with complex sales and use tax planning and compliance issues in various industries, such as financial services, manufacturing, pharmaceutical, retail, technology, telecommunications, and utilities.

Jim has provided sales and use tax services to a diverse client base including advice on multi-state tax refunds and technical issues, mergers and acquisitions, restructuring, audit defense, tax function reviews, process recommendations, due diligence, ASC 450 (fka FAS 5) tax provision and internal control reviews, system implementation, voluntary disclosure agreements, and preparation of opinion letters. He has built a reputation as a leading sales and use tax specialist and developed trusted relationships with New Jersey and New York state government officials.

Jim previously served as a member of the New Jersey Tax Director’s Advisory Council, Chairman of the NJSCPA State and Local Tax committee, Chairman of the NJSCPA Sales and Use Tax work group, and as a member of the New Jersey Supreme Court Committee on the Tax Court.

Frank Boutillette

Frank is a partner in Withum’s New York office and has over 25 years of accounting and auditing experience. Specializing in accounting, auditing and business valuation services, Frank is a licensed CPA in New York and New Jersey. He is a member of Withum’s Financial Services & Investment Group and has significant experience working with investment companies (hedge funds, mutual funds and ETFs), broker-dealers, private equity and venture capital funds, registered investment advisors and closely-held businesses. He also performs peer and quality reviews of CPA firms. He is a member of the American Institute of CPAs (AICPA) and the NJCPA, where he served as president for the 2015/16 term. Frank is also a member of the NJCPA Peer Review Executive Committee, which administers peer reviews on behalf of the AICPA in New Jersey. He is a co-author of three books on accounting.

Barry Horowitz

Barry is located at Withum's New York office and has over 30 years of professional accounting experience. A certified public accountant in the states of New York and New Jersey, he is the Team Leader of Withum’s Tax Services State and Local Tax Group. Barry advises clients in residency and nexus issues, entity level taxes, sales and use taxes, and other business and personal tax matters. He also counsels clients in strategic planning, transaction reviews, risk assessment, tax law compliance and corporate restructuring.

Barry received his BBA with honors in accounting and his MS degree in taxation from Baruch College, New York City. As an active member of the New York and New Jersey State Societies of Certified Public Accountants (NYSSCPA and NJSCPA), Barry often provides in-depth lectures and learning sessions on key state and local tax issues to local chapters as well as organizations including Baruch College and CW Post College on Long Island. He is a current member of the NYSSCPA’s Multistate & Local Taxation Committee and served as chairman in prior years. He is also a member of the NJSCPA’s New Jersey Tax Committee. He was formerly an appointed member of the Commissioner’s Advisory Council for both the NYS Department of Taxation & Finance and the NYC Department of Finance. Prior to joining Withum, Barry was a partner with EisnerLubin llp (joined with Withum in 2011).

Barry is a contributor for The Trusted Professional as well as several other industry and professional publications. He has been quoted in The Wall Street Journal, Forbes Magazine and Crain’s New York Business. He was also a former editor of The CPA Journal.

Barry served on the Board of Freehold Jewish Center for six years as treasurer. He was also a hockey and Little League baseball coach. Barry resides in Monmouth County, NJ.

Daniel Mayo

Daniel has more than 20 years of professional tax experience as well as experience in federal, international and financial products taxation. He is a member of Withum’s National Tax Services Group and oversees the U.S. Federal income tax research, planning and review functions. He is experienced in mergers and acquisitions, capital markets and cross-border transactions.

Daniel is a frequent author and speaker on U.S. Federal income tax and international tax topics. He received his Bachelors of Science in Accounting from Rutgers College, his Juris Doctor, cum laude, from Seton Hall University School of Law and an LL.M. in Tax from New York University School of Law. He is an approved arbitrator for FINRA and an adjunct faculty member with Georgetown University Law Center. Daniel is a member of the American Bar Association, previously the chair of the Banking & Savings Institutions Tax Committee, and the New York Bar Association.
